| LSI can provide qualified staff to perform acquisition
support services that include all aspects of the acquisition
process from pre-procurement planning through solicitation,
award, administration and closeout. These services shall be
in the form of recommendations and support to the Contracting
Officer, and shall include, for example, the functions delineated
below:
- Developing acquisition plans and strategies
- Performing cost, schedule, and technical performance
tradeoff analyses
- Drafting contractual documents and preparing supporting
documentation (e.g. Determinations and Findings)
- Support to the Contracting Officer during negotiations
and discussions
- Performing cost and/or price analysis
- Performing risk assessments
- Evaluating contractor financial arrangements
- Monitoring contractor compliance with the contract terms
and conditions
- Providing recommendations for the resolution of contract
problems
- Evaluating contractor proposed contract changes
- Reviewing claims
- Preparing documentation for closeouts
- Coordinating between the COTR and the contractor
However, certain acquisition functions are inherently governmental
in nature and require execution by warranted Government Contracting
Officers, and we understand that LSI must be excluded from
these requirements. Such functions include approving and signing
contracts, modifications, and the documents that support those
actions such as negotiation memoranda, determinations and
findings, as well as the approval of payment vouchers. All
tasks of this nature must be reviewed and approved by a government
warranted Contracting Officer. |
