Lawrence Wilkerson | President and CEO
Lawrence Wilkerson has led LSI since 2002 when he established
the company. Mr. Wilkerson is a retired Army Officer, with
over 22-years experience in logistics support, planning, and
business process re-engineering. He also commanded the U.S.
Support Battalion in Sinai, Egypt, and served as Chief of
the National Operations Center for the implementation of the
Army Single Stock Fund software enterprise integration systems.
Mr. Wilkerson earned a Bachelor of Science in accounting from
Alabama Agricultural and Mechanical University, and holds
a graduate degree from the Florida Institute of Technology
in Logistics Management. He has also completed numerous courses,
including those at the Command and General Staff College and
the Logistics Executive Development Course.
Stuart Blum | Chief of Staff

Mr Blum has 30 years of progressive leadership experience in financial and administrative areas. As a key member of ICF Macro for over 25 years, he served as both SVP and VP of Business Operations and Administration overseeing pricing, financial management and training, budgeting, forecasting and publications. Currently Mr. Blum is responsible for marshaling LSI’s administrative resources effectively which includes maintaining, monitoring and aligning staff. He also monitors progress towards corporate goals, while providing corrective actions as needed. He has direct oversight of Human Resources, Accounting and Contracts. Mr. Blum holds a BS degree in Chemistry from the University of Maryland and graduated cum laude with an MBA degree from Southern Illinois University.
Darold Hamlin | Chief Operating Officer

Darold Hamlin has led the company’s technical team and overall contract support operations since its inception in 2002.. He has
15-years experience in information technology, organizational
development and management. He has served as a Chief Information
Officer for the City of Philadelphia and the Metropolitan
Atlanta Rapid Transit Authority. As a consultant, Mr. Hamlin
managed numerous business process/improvement engagements
and government productivity measurement studies. As a military
officer, he served as a Technology Program Manager in the
Army’s Human Resources Command (previously PERSCOM).
Mr. Hamlin is a graduate of Norfolk State University and holds
graduate degrees from Embry Riddle Aeronautical University
and Fordham University.
Henry Jennings | Senior Vice President, Business

Mr. Jennings has more than 30 years of business development
and organization leadership experience in the federal and
commercial professional services and high technology arenas,
having served in both business development and operations
leadership positions throughout his career. He is responsible
for the leadership of all aspects of LSI's business development
and marketing programs, including capture management, proposal
development, and strategic partnering. Mr. Jennings is a Phi
Beta Kappa graduate of the University of North Carolina at
Chapel Hill, where he received his B.A. and M.B.A. degrees.
He served afloat in the U.S. Navy and is a retired Naval Reserve
Supply Corps officer.
Dr. Janet Lockhart | Vice President, Management

Dr. Lockhart is Vice President of Management Consulting. She
brings over 25 years of leadership development, team facilitation,
six sigma quality implementation, and project management methodologies.
Dr. Lockhart has managed a variety of projects in both the
governmental and private sectors in addition to having vast
international experience. Dr. Lockhart is a graduate of San
Francisco State University, and holds a graduate degree from
Golden Gate University and a doctorate degree from the University
of San Francisco. She is a Project Management Institute (PMI)
Education Provider.

Martin Pitts brings over 30 years of logistics experience, comprised of supply, property accountability, distribution, maintenance and leadership expertise. Mr. Pitts has experience at the DoD Joint, Army, National Provider and major command level. He commanded a transportation company and a main support battailon. He successfully led his sustainment brigade on a 15 month combat tour in Iraq. Mr. Pitts has a Bachelor of Arts from McDaniel College and holds a Master’s Degree in Public Administration from Central Michigan University and Strategic Studies from the Army War College.

Chip brings over 25 years of unparalleled military operations and logistics experience as well as on the ground experience in the Far East, Southwest Asia, Europe and official Washington. He has done extensive collaboration with NATO, Defense Logistics Agency, Army Acquisition Agencies; DoD and Services Test and Evaluation Agencies as well as Operational Commands. He was Director of the Army Evaluation Center’s largest directorate as well as commanded the Army Test and Evaluation Command’s joint T&E efforts in Afghanistan and Iraq. A 1986 graduate of The Citadel, The Military College of South Carolina, Mr. Lilliewood also hold Masters Degrees in Logistics Management and Acquisition Management from the Florida Institute of Technology as well as a Masters in Military Operational Art and Science from the Air University.
Jacquel Tomlin | Director of Contracts

Jacquel has more than 20 years of progressively responsible experience in the field of contracts, procurement and pricing. She is responsible for providing contract administration support and supervision to LSI’s growing infrastructure and ensuring the fulfillment of the company’s contractual obligations. She has experience in cradle-to-grave contracting and has led contracts departments through start-up, growth and expansion in small, medium and large firms. Her experience includes various contract types, government acquisition vehicles and has worked with the major DoD, Civil and commercial entities. Ms. Tomlin is a member of the National Contract Management Association (NCMA). She received her Bachelor of Science in Business Administration from Morgan State University in Baltimore, MD and a Master of Science in Procurement Management from the American University in Washington DC.
Paula Johnson, Director of Human Resources

Paula Johnson brings 25 years of human resources experience, including management, leadership development, six sigma, and team building expertise. Ms. Johnson has experience in both the commercial and DoD contracting environments, working in the human resource departments of Lockheed Martin, Northrop Grumman, and Gannett Company in the past. Ms. Johnson has a Bachelor’s of Science in Psychology from Howard University, and holds an M.B.A from Hofstra University. She is a certified Change Management professional (Prosci), and is a qualified Myers Briggs Type Indicator trainer (from Otto Krueger and Associates). |
